[Forums] Auction , classified site creation?

I was originally going to use Iron Speed , but since their fall, I am looking for another solution.I am looking for a system to build an auction type site with multivendor capability and advertising function and native apps for my users. Does Outsystems have this ability? I was going to go with a premade app and have it modified for the many extra features I will require, or is there a better solution for me by suggestion. 

I am not a developer at all , but I do have a pretty good understanding of databases work and are structured and how systems like Iron Speed or Alpha software works.
