[Ideas] Lifetime - Make Deployment Notes mandatory

In lifetime as part of the deploy process you have the option of enterting Deployment Notes.

It would be beneficial for us if there was an option to making the Deployment Notes field mandatory.

This would ensure someone can't push from development to QA (or to live!) without giving some meaningful details.

Obviously education is a big thing for developers - making sure they fill it in - however it would be good to have the extra check on the field in case they miss it etc...
