[Ideas] Allow to tag an app when creating a deployment plan even when there are no changes

Let's imagine I'm creating a deployment plan.

One of the apps has changed. So I want to tag it and deploy the new version.

But there is another app, that has no changes.

I would like to tag is also, so that version numbers match.

For the changed app, I can "Tag & Deploy"; for the unchanged app I cannot.
